Man sought in Paulsboro murder turns himself in

PAULSBORO -- The man accused of beating a borough man to death in March turned himself into authorities a day after his photo and charges were made public, the Gloucester County Prosecutor's Office announced Wednesday.

Kevin M. Mosley, 31, was charged with murder and aggravated assault in the March 29 beating of John Scott, 31. Scott had left his Pine Street home to purchase cigarettes at a convenience store and was found in front of his home with multiple injuries. He was taken to Cooper Medical Center in Camden, where he died three days later from a head injury sustained in the attack.

Mosley -- who is accused of punching Scott in the face, causing him to fall onto the road -- had been "on the run for weeks," Prosecutor Sean Dalton said. Mosley turned himself if at the Woodstown barracks of the New Jersey State Police on Tuesday.

"Thankfully he is in custody now and it happened safely," Dalton added in a written release Wednesday. "My thanks to those who pursued him and those officers who identified him as a suspect."

Mosley has been placed in Salem County Jail in lieu of $750,000 bail.

Child airlifted to hospital after bike accident in Mullica Hill

A juvenile riding his bike on the sidewalk in Mullica Hill lost control and hit a wall, causing traumatic injuries.

HARRISON TWP. -- A juvenile was airlifted to Cooper Hospital in Camden after crashing his bicycle into a wall on Main Street in Mullica Hill Wednesday.

The child, who police did not identify, was riding his bicycle on the sidewalk when it appears he attempted to avoid a vehicle and lost control, police said.

The accident is still under investigation and the child's condition is not yet known, but witnesses as the scene said it looked like the individual hit his head on a brick wall next to the Naples Pizzeria when he fell.

A helicopter landed at Ella Harris Park, about a mile from the accident, and the victim was flown to Cooper.

While police were on scene, a second accident occurred when three vehicles hit each other. That accident is also under investigation, but police suspect rubber-necking from the initial incident to be the cause. No injuries were reported in the crash.

The concert will feature a string quarter with clarinet

The West Deptford Free Public Library is pleased to present a Music at Bunker Hill string quartet and clarinet concert on Sept. 22 at 7 p.m. The concert will feature  a portion of Mozart's Quintet for Clarinet and Strings and several jazz tunes from the Golden Age of Jazz in Harlem by Duke Ellington, WC Handy and others.

Strings feature Francesca DePasquale and Brendan Speltz, violin; and William Frampton, viola; and Andrew Janss, cello. There could very well be some piano playing and singing if the mood strikes clarinetist, Mark Dover.

Music at Bunker Hill was founded in 2008 to bring great music and musicians to South Jersey.

This program is made possible in part by funds from the New Jersey Council for the Humanities or the New Jersey Historical Commission, a division of the Department of the State, and the Gloucester County Cultural and Heritage Commission at Rowan College, Gloucester County.

Plenty has changed in the classroom over the last several decades.

When I was a student, a tablet was a pad of writing paper. For today's school-age individuals, however, the word "tablet" means something entirely different.

Ah, plenty has changed in the classroom over the last several decades. Okay, it's not as though a classroom would be an unrecognizable place for those of us who attended school in the '60s and '70s, but there is no denying that much has been lost to history.

I offer just a handful of examples for your consumption:

*  Internet videos have replaced film strips and movie presentations of yesteryear.

*  The end-of-day task of clapping the erasers has all but vanished; chalkboards have been displaced by write-erase whiteboards.

*  An item that has completely disappeared from the 21st-century classroom is the five-line chalk holder. Barely changing in design from the 1800s to the 1980s, it held five pieces of chalk and allowed a teacher to draw parallel lines on the blackboard for teaching cursive writing.

*  The first handheld digital calculators appeared in Japan in 1970, and shortly thereafter became available at reasonably affordable prices in the United States, replacing slide rules and pencil-and-paper calculations for students.

Why are scammers telling victims to buy gift cards?

A Newfield resident was recently scammed out of $6,000.

Write this down: Police departments and the IRS don't accept gift cards as payment for anything.

These cards are the latest tool scammers are using to defraud their victims.

The scams have been around for a while now. Callers will claim they are collecting an unpaid tax bill or some other debt. They threaten to send the police if payment isn't made. Another common tactic is dubbed the "grandparent scam," in which callers target the elderly and claim a grandchild needs money to get out of jail.

In the past, victims have been instructed to send cash or wire money via Western Union or MoneyGram.

Word has spread about these frauds, so the crooks are changing tactics.

Buy a gift card, free your grandchild

Newfield police recently reported a case in which an elderly resident was convinced to pay $6,000 using iTunes gift cards in order to bail his grandson out of jail.

Apple iTunes, Best BuyScammers are trying to trick taxpayers to pay fake debts by buying iTunes gift cards.  

The victim was contacted by someone claiming to be his grandson. The caller said he was in trouble with the law and needed money. The Newfield man was told to purchase $2,000 in iTunes gift cards to secure his release, according to police. He gave the thieves numbers on the back of the card to complete the transaction.

He was contacted a short time later and told another $2,000 was needed. The next day, a third call sought an additional $2,000. The victim went to Best Buy three times over two days to purchase a total of $6,000 in iTunes gift cards. 

By the time the man realized he had been tricked, it was too late.

Who falls for this stuff?

In May, federal authorities issued warnings about scams involving iTunes gift cards.

On its website, Apple warns customers that their cards are only intended for purchases from the iTunes Store or App Store.

"Should you receive a request for payment using iTunes Gift Cards outside of iTunes and the App Store please report it at ftccomplaintassistant.gov," the company warns.

How to avoid 4 common phone scams

Newfield Police Chief Edward P. Seibert wishes residents would first contact police when they get these calls. A conversation could have prevented this latest case in his community.

"We're two blocks away," he said. "I probably see this guy everyday. The minute I heard his story, I knew it was a scam."

Police are still trying to determine if the gift cards were used and by whom. Seibert noted that the scammers may have sold the card numbers at a discount to another party and that the eventual user may not realize how the card details were obtained.

Don't tell a soul

While credit card companies can flag dubious purchases made on stolen cards, it's harder for retailers to intervene when someone is the victim of a scam.

The Newfield victim told Seibert that the clerk asked him about the size of the purchase on one of his trips.

"One kid at Best Buy said, 'Are you buying these for gifts?'" Seibert said. The victim confirmed that was his reason for the hefty purchase.

Why wouldn't he tell the truth?

The scammers are using a few tactics to manipulate their targets, Seibert explained. The victims want to do all they can to help a family member in need, but the scammers also ask for discretion. This victim was asked to tell no one about what had happened and that his grandson would explain everything once he got home.

"The scammers plant that seed in the victim's head," Seibert said. "They don't say anything to anybody and don't call anybody."

This is his department's second experience with the grandparent scam.

In the other case, a woman was contacted by someone claiming that her grandson was involved in a car crash in Peru and needed $2,000 to cover medical expenses. She promptly complied, though she had no reason to believe her grandson was even out of the country.

"They don't know about these scams," Seibert said. "Their first thought is just to help."

Retailers can help

Seibert urged younger, tech-savvy family members to talk to their older relatives about these types of scams and how to look for warning signs. He urged anyone who gets one of these calls to talk to police and family members before giving anyone money.

Retailers have a role to play, too.

Seibert would like to see retailers post warnings where they sell gift cards. In his bank, for example, a sign is posted warning customers about Western Union money wiring scams.

Stores should try something similar, he suggested, with signs explaining the tactics scammers are using.

The letter addressed the ongoing investigation by the Camden County Prosecutors Office looking into residency concerns of members of the Timber Creek High School football team.

Following is the text of the letter which can be found on the district web site.

The Black Horse Pike Regional School District is very well aware of the residency concerns and taking the accusations promulgated by an anonymous group of concerned citizens very seriously. Since June, we have been fully cooperating with the Camden County Prosecutor’s Office and working with them to identify students that may not be properly residing in the District. We want to ensure that every student enjoying the benefits of receiving an education from our High Schools is legally residing within our District boundaries and entitled to an education in our District.

Since this is an on-going Camden County Prosecutor’s Office investigation and because of the sensitivity of student confidentialities, I cannot comment further at this time. Be assured that the District is not ignoring the communities’ concerns and all issues will be addressed appropriately.

The letter followed up a statement by the school last week that students had been denied admission to Timber Creek over concerns over residency. Coach Rob Hinson declined comment on the district’s statement last week, saying he wasn’t involved in the registration process and was trying to keep his team focused during a period where there were obvious distractions surrounding the program.

The investigation began because of an anonymous letter that was sent to the Camden County Prosecutor's Office as well as the NJSIAA and some media outlets from communities who felt their students and players were attending Timber Creek under false pretenses.

Timber Creek has developed into one of the top public-school programs in the state, winning three South Jersey titles in the last five years and reaching the championship game each of those seasons. The Chargers defeated Shawnee in a thriller for the South Jersey Group 4 title last season and are considered the favorite to defend the crown this year.

WOODBURY -- The Woodbury Police are asking the community for help in their search for a missing man.

Brandon Wilson, 18, has been reported missing by Woodbury Police. Wilson is reported to be 5 feet 7 inches, 150 pounds, and was last seen wearing a white shirt and tan pants. According to police, Wilson frequents Logan Township, Penns Grove and Woodbury. Police are asking anyone in those areas to keep an eye out for him.

MAYS LANDING -- On Aug. 24, the New Jersey Board of Public Utilities (BPU) announced its approval of a stipulation of settlement in the Atlantic City Electric (ACE) base rate case authorizing ACE to increase its electric distribution rates by $45 million. The new rates will go into effect immediately.

ACE is committed to enhancing its energy infrastructure. Over the past five years, ACE has spent approximately $716 million in energy system upgrades. Customers are seeing the benefits of this work. During 2015, customers experienced 41 percent fewer outages and, when outages did occur, service was restored about 25 percent faster compared to 2011.

Since 2011, ACE has performed reliability upgrades and system improvements on approximately 210 electric circuits. These are higher voltage lines that distribute electricity to customers. ACE has also upgraded hundreds of miles of wire, replaced hundreds of poles, and installed automated switching technology on dozens of electric circuits designed to isolate outages and restore power to customers quicker. In addition, the company has upgraded four substations with new equipment, circuit breakers and transformers, and built three new substations in Avalon, Cape May County, Franklin Township, Gloucester County and the City of Port Republic, Atlantic County.

This filing also includes an economic development discount rider. This pilot program will help promote new and incremental business growth in southern New Jersey through a five-year discount for commercial customers who meet the requirements. The program will help to encourage new and existing businesses to develop or expand in South Jersey. Qualifying businesses will receive a 20 percent monthly bill credit, for five years, on the distribution portion of their bill.

Under the new rates, a typical bill for a residential customer using 750 kilowatt hours per month will increase by $5.33 or from $135.88 to $141.21 per month. A typical bill for a residential customer using 1,000 kilowatt hours per month will increase by $7.05 or from $181.20 to $188.25 per month, a 3.89 percent increase over rates currently in effect.

ACE will continue to make infrastructure enhancements to further improve service reliability throughout its service territory by building new infrastructure and substations and upgrading existing infrastructure by replacing transformers, poles, wires and other improvements.

Distribution rates cover the cost of delivering power, not the cost of the power itself. Customers who buy energy from a competitive supplier continue to receive distribution service from ACE so they will also be affected by this requested rate adjustment. The new total monthly bill for customers who shop for their energy will vary according to the price charged by the customer's supplier.

Customers with questions regarding billing or the rate increase can contact our Customer Care Center at 1-800-642-3780. ACE will work with customers who may have difficulty paying their utility bills. The company offers payment plans and supports other NJ-211 social service assistance programs to help make it easier for customers to pay their bills.

MDA Muscle Walk gains momentum in Williamstown

WILIAMSTOWN -- The Muscular Dystrophy Association is bringing strength to life for kids and adults in the Williamstown community with muscular dystrophy, ALS and related muscle-debilitating diseases at the 2016 MDA Muscle Walk & Vendor Fair of Williamstown on Saturday, Sept. 24. This inaugural event will raise critical awareness and dollars to help MDA fund groundbreaking research across diseases and empower its families with services and support from day one to help them live longer and grow stronger. 

MDA Muscle Walk is a meaningful way for families, friends, neighbors and local businesses in Williamstown to come together and show support for area MDA families. This year's walk includes a short route designed for participants of all ages and abilities, including a wheelchair and equipment-friendly course. 

This annual event is scheduled to begin at 10 a.m. in front of the Pfeiffer Center. Participants will enjoy music from a local DJ, craft activities for kids, food trucks, samples of craft beer, among other various vendors from the Williamstown area. This event will be fun for all ages while raising awareness for local individuals living with a neuromuscular disease.

James Johnson writes that African Americans are disproportionally displayed.

To the Editor:

On Thursday, Aug. 25, the morning version of the South Jersey Times online at nj.com/south disproportionally portrayed African Americans in orange jump suits and in mug shots.  

From the positioning of photographs just below the banner and elsewhere, readers are presented with no fewer than eight such visual experiences.  

These photos add nothing to their associated stories. Scarce, however, at nj.com/south are positive images of African Americans and Latinos. More diversity on the editorial staff might help end this offensive pattern, which I believe to be racist.

When Rowan University holds its memorial service for Richard Wackar this fall, they'd better find a suitably large venue. "Coach," who died Aug. 15, after all, was bigger than life, and the anticipated crowd will be testimony to that.

It becomes the eulogy I feared would be coming. Dick's health deteriorated in recent weeks. Although expected, his death nonetheless was stunning to his legion of friends and former student-athletes who comprised his adoring second family.

We were close friends who formed a mutual admiration pact stretching from the days that he and Dr. Mickey Briglia resurrected Glassboro State College varsity football in the mid-1960s to the last time I saw him two months ago when we attended the South Jersey Football Coaches fete at Masso's, forerunner to the Adam Taliaferro Classic. Dick rarely missed a coaches' dinner.

I sat to Dick's left at the table. At age 88, smiling sheepishly, he politely declined an opportunity to stand when recognized by the MC, sort of a Wackar trademark. And despite his own poor health, he helped hoist me when I was introduced. Dick always put others first. He was genuinely humble.

Among those who took the opportunity to comment, Rowan President Dr. Ali A. Houshmand was particularly insightful: "...It's clear that his vision, leadership, wit and all-around cheerful and friendly manner had a wonderful impact on the lives of generations of students and employees - including myself. He truly exemplified the soul of Rowan - tough, kind-hearted, hard-working and family oriented."

Wackar was a winner by any measuring stick.

A health and phys ed professor from 1956-1988, Wackar remains the only coach in the history of the New Jersey Athletic Conference to capture conferences titles in four different sports - football, golf, basketball and cross-country.

From mowing the grass to lining the field, Wackar was everywhere to help build the school's football program. Started in 1947 on the varsity level, the program was discontinued until Wackar brought it back in 1964, virtually as a one-man show. He reigned as head coach from 1964-1980, longest tenure of any at the school, and the football stadium was dedicated in his honor in 2009.

Wackar led the Profs to five NJAC championships and one Eastern Conference crown. Four Wackar players achieved All-America honors.

Said current head coach Ernie Accorsi, "Coach Wackar was never afraid to speak his mind because he did it in such an elegant and appropriate fashion. He never passed up an opportunity to express something that he knew would be beneficial whether it be football strategy or interpersonal.relations. The university lost a great man today."

He was golf coach for 25 years, leading the school to seven league titles. Three of his players earned All-America status, seven played professionally.

Wackar served as head basketball coach from 1956-62. His Prof teams copped three state crowns and were runnersup three times.

At the urging of future Deptford High track coach Jim Hawkins, Wackar started cross-country at Glassboro State in 1957 and led the school to two NJAC and two district titles.

In the classroom, Wackar helped establish the health and phys ed undergraduate major and graduate program.

After retirement, Wackar remained involved with the Brown & Gold Gridiron Club. As a founding member, he was a role model and mentor for alums and current members. He dipped into his pocket to pay for coffee and sandwiches who tailgated before Prof home games. No coach remained as close to former players as Wackar.

Honored often, Wackar was inducted into the Rowan-Glassboro State Athletics Hall of Fame in 1993.

He earned his B.A. from Rutgers in 1951, lettered in football four years, and played in the 1950 North-South Shrine Game.  At Middletown High School, he won 12 varsity letters, captained three different sports, and was senior class president.

"Coach" had a full and active life.

"Legendary" may be an overused cliche. But to this beloved Coach, the tag absolutely applies.

Kennedy unveils new dialysis unit at ribbon cutting

Kennedy University Hospital has new $1.1 million inpatient dialysis unit

WASHINGTON TWP. -- A ribbon cutting and open house was held Aug. 25 for the new $1.1 million inpatient Dialysis Unit at Kennedy University Hospital in Washington Township.

This new patient care unit provides treatments for any hospitalized patients who require hemodialysis.

The inpatient Dialysis Unit features five patient stations with new Fresenius 2008T(r)hemodialysis machines, as well as a portable treatment machine for hospital patients unable to be transported to the unit.

Abbott, a 26-year board of education member, and former school board president

WASHINGTON TOWNSHIP - The administration, staff, students and families of the Washington Township Public Schools mourn the passing of former School Board President Eileen Abbott on Thursday, Aug. 25.  Abbott, 77, passed away peacefully from heart complications. She leaves behind her husband of 49 years and current board of education member Bob Abbott, three daughters and eight grandchildren.

A 26-year BOE member, Abbott served during years of incredible growth in the community and was instrumental in the increase in Advanced Placement courses, the creation of a childcare facility and the Military Hall of Honor at Washington Township High School. She was a vocal proponent for special education programming, a tireless advocate for creating opportunities for all children and a devoted supporter of the efforts of the Washington Township Education Foundation. 

In March of 2013, the District honored Mrs. Abbott's legacy of leadership by re-naming the central administration building the "Eileen Abbott Central Administration Building" during a dedication and ribbon-cutting ceremony. The building became the first building in the district dedicated to an individual. The Washington Township High School football field was re-named "Tom Brown Field" on Nov. 25, 2009, in recognition of the school's longtime football coach.

"The name Eileen Abbott became synonymous with the best voice for our children," New Jersey State Senator Fred Madden said at the time of the building dedication.  "Without a doubt, the life of Eileen Abbott and the positive benefits that she gave to the children of the families of Washington Township during her tenure on the school board was literally second to none. She always put the best interest and the wellness of the children before any decision or any vote that she cast while on the board. I hold Eileen Abbott's performance as a public servant as representative of the highest ideals and principles of what an elected official should be."

"The Washington Township School District family is deeply saddened to learn of the passing of Mrs. Eileen Abbott," Superintendent of Schools Joe Bollendorf said. "She served our community in many capacities for most of her life, and did so formally as a member of our board of education for 26 years. Mrs. Abbott was a kind and compassionate leader who led by example. She was always there in a volunteer capacity through a multitude of service projects initiated in our schools. She always preferred to be down in the trenches, doing whatever it took to contribute whatever she could do to help make a difference. She was beloved by all because of this. Even in her capacity as a leader, she was always the one you could count on to 'keep it real' and to speak her mind. Her advocacy for education, our students, and our staff was at the forefront in all that she did and said. Her impact was deep and will continue to be felt for many years to come. She will be greatly missed."

"Washington Township lost an icon today," current Board of Education President Ginny Murphy said. "Eileen Abbott was a woman of great integrity whose purpose and heart was in helping the students and families in our community. She was a mentor and friend to me, and she will be greatly missed by our township family."

"Eileen Abbott was a true champion for education," Washington Township Mayor and longtime friend Barbara Wallace said.  "Her only agenda was what was best for kids.  She was fair, always fair.  What a void she leaves.  I will miss her dearly."

Washington Township School District welcomes 33 new teachers and staff members

WASHINGTON TOWNSHIP - Washington Township welcomed 33 new teachers and staff members to the school district at the annual New Teacher Orientation held aug. 24 at Washington Township High School. The new teachers were welcomed to the district with a short video and then a speech from Superintendent of Schools Joe Bollendorf.

"Education is a difficult job that is meant for special people," Bollendorf said. "You will have to smile in the face of adversity, embrace a kid and give him or her a hug because they need one. You are being given the opportunity to make a difference in the lives of children by making a human connection with each of them. If you make that connection, your students will learn. We are here to support you and to help you be successful, and we are happy to welcome you to the Washington Township family."

USDA to purchase surplus cheese for food banks

The purchase will reduce a cheese surplus that is at its highest level in 30 years

WASHINGTON, D.C. -- The U.S. Department of Agriculture (USDA) announced plans to purchase approximately 11 million pounds of cheese from private inventories to assist food banks and pantries across the nation, while reducing a cheese surplus that is at its highest level in 30 years. The purchase, valued at $20 million, will be provided to families in need across the country through USDA nutrition assistance programs, while assisting the stalled marketplace for dairy producers whose revenues have dropped 35 percent over the past two years.

"We understand that the nation's dairy producers are experiencing challenges due to market conditions and that food banks continue to see strong demand for assistance," said Agriculture Secretary Tom Vilsack. "This commodity purchase is part of a robust, comprehensive safety net that will help reduce a cheese surplus that is at a 30-year high while, at the same time, moving a high-protein food to the tables of those most in need. USDA will continue to look for ways within its authorities to tackle food insecurity and provide for added stability in the marketplace."

USDA received requests from Congress, the National Farmers Union, the American Farm Bureau and the National Milk Producers Federation to make an immediate dairy purchase. Section 32 of the Agriculture Act of 1935 authorizes USDA to utilize fiscal year 2016 funds to purchase surplus food to benefit food banks and families in need through its nutrition assistance programs.

USDA also announced that it will extend the deadline for dairy producers to enroll in the Margin Protection Program (MPP) for Dairy to Dec. 16, from the previous deadline of Sept. 30. This voluntary dairy safety net program, established by the 2014 Farm Bill, provides financial assistance to participating dairy producers when the margin -- the difference between the price of milk and feed costs -- falls below the coverage level selected by the producer. A USDA web tool, available at www.fsa.usda.gov/mpptool, allows dairy producers to calculate levels of coverage available from MPP based on price projections. 

On Aug. 4, USDA announced approximately $11.2 million in financial assistance to U.S. dairy producers enrolled in MPP-Dairy, the largest payment since the program began in 2014.

"By supporting a strong farm safety net, expanding credit options and growing domestic and foreign markets, USDA is committed to helping America's dairy operations remain successful," said Vilsack.

While USDA projects dairy prices to increase throughout the rest of the year, many factors including low world market prices, increased milk supplies and inventories, and slower demand have contributed to the sluggish marketplace for dairy producers.

USDA will continue to monitor market conditions in the coming months and evaluate additional actions, if necessary, later this fall.

After years of service to the Washington Township School District, Eileen Abbott leaves behind a legacy of fairness and advocacy for the children.

WASHINGTON TWP. -- A beloved former Washington Township school board president has died.

Eileen Abbott died of "heart complications" Thursday at the age of 77, according to an announcement from the district. She leaves behind her husband and current Board of Education member Bob Abbott, three daughters, eight grandchildren and a legacy of service to the school district .

"Mrs. Abbott was a kind and compassionate leader who led by example," Superintendent Joe Bollendorf said in a statement. "She was always there in a volunteer capacity through a multitude of service projects initiated in our schools. She always preferred to be down in the trenches, doing whatever it took to contribute whatever she could do to help make a difference."

Abbott served as a BOE member for 26 years and was an instrumental part of the Advance Placement program, the building of the childcare facility, and addition of the Military Hall of Honor at the high school.

After years of devotion to the district, the central administration building was named in her honor in March 2013, marking the first building in the district to be named for an individual person. 

"Without a doubt, the life of Eileen Abbott and the positive benefits that she gave to the children of the families of Washington Township during her tenure on the school board was literally second to none," New Jersey State Senator Fred Madden said at the time of the building's dedication. 

Many others shared that view of Abbott. 

Ginny Murphy, the current BOE president said that Abbott, her mentor, was a woman of great integrity whose purpose was to help the students and families in the community.

Charles Earling, Monroe Schools superintendent and former Washington Township school board colleague, described Abbott as an inspiring figure.

"She believed in providing our school children with a thorough and efficient education and was our district's leading 'cheerleader' when it came to bragging about our great school programs," Earling said in a statement. "Eileen inspired me to become the best that I could be in all of my future endeavors."

Viewings will be held for Abbott at Egizi Funeral Home, 119 Ganttown Road in Turnersville, on Monday from 7 to 9 p.m. and on Tuesday from 8:15-9:15 a.m. Her funeral will be at Saint Charles Borromeo Church, 176 Stagecoach Coach Road in Turnersville on Tuesday at 10 a.m.

In lieu of flowers, the family is requesting donations be made to the WTHS Fund to establish the WTHS Eileen Abbott Scholarship. Donation can be sent to Theresa Saponara at Washington Township High School.
